lbania has launched a €2.4 million procurement to establish a new National Biometric Identification Centre, bringing together fingerprint identification, facial recognition, document authentication, and biometric verification within a single integrated platform for law enforcement.

The project will equip the State Police with a centralized biometric system designed to improve identity verification, criminal investigations, and secure document authentication through advanced biometric technologies.

Integrated Biometric Identification Platform

The procurement includes the delivery of 12 fixed biometric enrollment systems together with 30 portable biometric identification devices that will enable officers to capture and verify biometric information both within police facilities and during field operations.

The new platform will consolidate multiple biometric capabilities into a single operational environment, including:

• Fingerprint capture
• Palm print enrollment
• Facial image acquisition
• Voice sample recording
• Tattoo and distinguishing mark documentation
• Digital identity verification

Captured biometric records will be securely transmitted to centralized police databases for identity matching and investigation support.

Mobile Identity Verification

The portable biometric devices will enable police officers to verify identities in real time using fingerprint and facial recognition technologies.

In addition to biometric identification, the devices will support verification of:

• National identity cards
• Biometric passports
• Visas
• Travel documents

The terminals will read embedded RFID chips and Machine Readable Zones (MRZ) while comparing stored biometric information against the individual presenting the document.

The systems will also analyze advanced document security features using white light, ultraviolet, infrared, and angled illumination to support counterfeit detection.

Integration with National Biometric Databases

The new platform will connect directly with Albania's automated biometric identification systems, enabling fingerprint and facial records to be searched against centralized criminal databases.

According to the procurement documents, biometric evidence collected during criminal investigations will be automatically compared with existing records to assist identification and investigative processes.

The project also includes software, communications infrastructure, and services required to connect mobile biometric terminals with central databases.

Advanced Document Authentication

Beyond biometric verification, the platform will include a database containing document and banknote reference models from more than 100 countries.

This capability will support authentication of passports, identity cards, visas, and other secure documents while strengthening border security and fraud detection capabilities.
