Armenia Approves Biometric ID Law to Advance EU Visa Liberalization

Armenia has approved a new package of laws introducing a modern biometric ID and passport system aligned with European Union standards. The legislation, adopted by the National Assembly, marks a major step in the country’s digital transformation strategy and supports ongoing efforts toward EU visa liberalization.

The new system will introduce biometric identity cards and passports compliant with ICAO 9303 international standards. According to Armenian officials, issuance of the new documents is expected to begin in the second half of 2026, enabling citizens to use contactless border control systems and more secure digital identification services.

Public-Private Partnership Driving Digital Identity Infrastructure

The biometric ID programme is being implemented through a public-private partnership with Haypass, a consortium formed by Idemia Identity Security France and ACI Technology. The initiative includes the development of advanced biometric infrastructure, secure identity document production, and integrated digital identity systems for citizens, residents, and foreigners.

The project highlights growing procurement and investment activity across digital government infrastructure, biometric technologies, border security systems, and smart identity management solutions. Armenia’s transition toward EU-compliant digital identity systems is also expected to create future opportunities in e-governance, cybersecurity, and secure document technologies.
