The European Health and Digital Executive Agency (HaDEA) has published a Prior Information Notice (PIN) for the EU FAB+ multiple sourcing pilot, signaling an upcoming call for tenders aimed at strengthening the availability of medical countermeasures across the EU and EEA. The initiative focuses on improving preparedness and ensuring rapid access to critical healthcare supplies during emergencies.

The planned procurement will cover the reservation of manufacturing capacity and vendor-managed stockpiles for essential personal protective equipment, including nitrile examination gloves and FFP2 respiratory masks. The framework is designed to ensure that sufficient production capacity is readily available, allowing authorities to respond quickly to health crises when demand surges.

Procurement Structure

Each lot will be awarded to a maximum of three suppliers with manufacturing capacity within the EU/EEA. Contracts will run for a period of three years and will require suppliers to maintain stockpiles while offering priority purchase rights to the contracting authority and the European Commission. This structure ensures both immediate product availability and sustained production capability throughout the contract duration.

The €34 million initiative highlights the EU’s continued focus on health security and supply chain resilience. Interested suppliers are encouraged to monitor the EU Funding and Tenders Portal, where the official contract notice and tender documentation are expected to be published in May 2026.
