Mexico Tenders $20 Million Contract to Support Nationwide Biometric CURP Expansion

By Team GoodTendersMexico has launched a new procurement valued at approximately 343 million Mexican pesos (US$19.9 million) to strengthen the infrastructure supporting the country's growing biometric identity ecosystem.
The tender, issued through Mexico's Ministry of the Interior (SEGOB), is designed to expand the operational capacity, storage, administration, and security of the databases managed by the National Population Registry (RENAPO), which oversees the country's biometric CURP programme.
Supporting Mexico's Expanding Digital Identity Infrastructure
The contract will support the management and protection of large-scale identity data generated through Mexico's Population Registry Code (CURP) system, including biometric information such as facial images, fingerprints, and iris data.
Under the procurement, the selected contractor will be responsible for providing secure data storage, infrastructure administration, operational support, and data protection services for approximately 112.9 terabytes of information generated annually.
The project will support operations from the second half of 2026 through the end of 2028, ensuring that RENAPO's infrastructure can accommodate the continued expansion of biometric identity records across the country.
Biometric CURP Adoption Continues to Grow
Mexico began implementing its biometric CURP framework following legislative changes introduced in 2025. The enhanced identifier incorporates multiple biometric modalities and is increasingly being used to facilitate access to public and private sector services.
The biometric CURP is now integrated into a growing range of activities, including government services, social programmes, financial services, healthcare, education, and telecommunications.
As adoption expands, authorities are investing in the supporting infrastructure required to securely manage and protect sensitive identity information at national scale.
Focus on Security and Resilience
According to the tender requirements, the future data centre supporting the programme must be located outside Mexico City in a region with low seismic risk and away from potentially hazardous industrial facilities.
The contractor will also be required to provide specialist expertise covering:
- Identity database administration
- Infrastructure monitoring and management
- Virtualization technologies
- Data backup and disaster recovery
- Cybersecurity and risk management
- Personal data protection compliance
The procurement forms part of a broader investment strategy aimed at strengthening Mexico's digital identity infrastructure. In 2025, RENAPO received additional funding to support database administration, cybersecurity enhancements, operational management, and biometric identity system modernization.
