Romania has unveiled a €6.6 billion procurement programme for new emergency response and security equipment, financed through the European Union’s SAFE (Security Action for Europe) funding mechanism. The initiative aims to significantly strengthen the country’s civil protection, emergency response, and operational readiness capabilities, while supporting broader European resilience efforts.

The procurement plan, announced by Romania’s Ministry of the Interior, includes a wide range of specialized emergency and intervention assets to be operated by the General Inspectorate for Emergency Situations (IGSU) and coordinated through the Department for Emergency Situations. The programme represents one of the largest publicly financed emergency preparedness investments in the region.

Major Equipment Procurement Pipeline Under SAFE Programme

Romania’s investment package includes the procurement of:

  • 110 specialized transport vehicles for personnel and casualty evacuation
  • Five mobile intensive care units (ICUs) designed for transporting contagious patients
  • One intervention train to support emergency response logistics
  • Two rescue and salvage boats for disaster and civil protection operations
  • Two mobile mass-casualty management units to strengthen large-scale emergency response capabilities

The Romanian government stated that the new assets will support life-saving operations, disaster response, humanitarian assistance, and civil protection missions, while enhancing preparedness for critical situations both domestically and across European cooperation mechanisms.

Part of a Wider €150 Billion European SAFE Programme

The investment forms part of the European Union’s broader SAFE defence and resilience financing initiative, which supports joint procurement and capability development across participating member states. Romania ranks among the largest beneficiaries of the programme, with an overall allocation of approximately €16.6 billion, positioning the country as one of the EU’s leading recipients after Poland.

The newly signed contracts are fully financed through SAFE and are expected to support both national emergency response modernization and cross-border disaster cooperation within Europe. The programme also signals future opportunities for suppliers involved in specialized vehicles, emergency medical systems, mobile healthcare infrastructure, rescue technologies, and crisis-response logistics.
