The UK Home Office has significantly expanded its upcoming passport manufacturing and personalisation procurement programme, increasing the contract value to £576 million over 12 years as it enters a third round of supplier engagement.

The programme will support the production and biometric personalization of millions of UK passports, creating major opportunities for the security printing, biometric identity, smart card, and secure document sectors.

The revised contract, published in April 2026, marks a substantial increase from the previously estimated £360 million over 10 years.

The Home Office has also extended the programme timeline, with the contract now expected to begin in August 2028, while the full tender notice has been delayed until November 2026. The UK government currently issues around eight million passports annually, reflecting rising demand for secure travel documents and identity technologies.

Focus on Biometric Personalisation and Digital Credentials

Beyond physical passport production, the selected supplier will be responsible for document personalization, biometric data integration, and secure travel credential technologies. The contract scope may also include support for digital travel credentials, cryptographic security technologies, and contingency identity solutions, highlighting the UK’s growing investment in next-generation identity infrastructure.

The programme signals a major future procurement pipeline for suppliers involved in e-passports, polycarbonate identity pages, secure laminates, biometric enrolment systems, embedded chip technologies, document security features, and passport personalization services. With supplier engagement already underway, including a market consultation event in May, the procurement is expected to attract strong interest from global identity and security printing companies.
