The United Kingdom is preparing to launch a major £12 billion developer framework, creating significant public procurement opportunities across construction and real estate sectors. Managed by Procure Partnerships and backed by Wirral Council as the contracting authority, the framework is expected to accept tenders in summer 2026 and go live in October for a four-year period.

This national framework will support a wide range of public sector organizations, including local authorities, NHS Trusts, housing associations, and universities. It will allow these bodies to appoint development partners through direct awards or mini-competitions, simplifying procurement processes for large-scale infrastructure and urban development projects.

Framework Structure

The framework will be divided into region-specific lots covering areas such as the North East, Yorkshire, North West, Midlands, London, South East, and South West. It will include development agreements and joint venture or strategic partnership models, with value bands ranging from under £30 million to over £100 million.
