Peru has confirmed a major shift in its infrastructure procurement strategy by adopting a Public-Private Partnership (PPP) model for the development of Lima Metro Lines 3 and 4, two flagship rail projects with a combined estimated investment exceeding US$10 billion.

The move marks a significant change in the country's approach to delivering large-scale infrastructure projects, with authorities expecting procurement activities for both metro lines to begin in 2027.

Peru Shifts Towards Public-Private Partnerships

The transition was formalized through a framework agreement signed between Peru's Private Investment Promotion Agency (ProInversión) and the Urban Transport Authority for Lima and Callao (ATU), officially launching the project structuring phase for both metro corridors.

The government has stated that recent reforms to Peru's PPP legislation will help accelerate project preparation and improve the delivery of future infrastructure investments.

According to ProInversión, the revised framework is intended to bring major projects to market more efficiently while strengthening private-sector participation in strategic transport infrastructure.

Two Major Metro Corridors Planned

The programme includes the development of two new metro lines that will significantly expand Lima's rapid transit network.

Metro Line 3 will comprise a 38-kilometre fully underground railway with 29 stations, connecting Comas in northern Lima to San Juan de Miraflores in the south through the city centre.

Metro Line 4 will provide a major east-west transport corridor across 13 districts of Lima and Callao, incorporating 28 stations and connecting with Jorge Chávez International Airport through the existing Line 2 network.

Together, the two projects represent one of the largest urban rail investment programmes currently planned in Latin America.

Procurement Expected from 2027

Authorities expect the project structuring process to continue over the coming months, with competitive procurement for the PPP concessions anticipated to begin in 2027.

The projects are expected to attract significant international interest from investors, engineering firms, railway contractors, rolling stock suppliers, and systems integrators.
